My lavender is looking a bit worse for wear and it looks  dead. do people prune lavender ? and if I need to how much ? Gorund level ?

you can give it a trim over to keep it under control.........but you musnt cut all the green shoots off, as it wont grow new shoots from the old wood.

So definately not down to ground and i wouldn't touch it now ...wait till it starts growing again.

You must prune lavender, and prune it hard, it really doesn't like to be neglected. As previous post - don't cut into the old wood though.
It's taken me 4 years to get my lavender hedge to look like a decent 2ft high hedge using this method, but it's vigorous, bushy, and flowers profusely from late June to mid August.
