I had real problems with peas last year.  Grew some in guttering and also some direct into the ground.  Had to do this twice.  Eventually did get a crop - but it was a case of resowing and resowing - think i got some bug in them.  Perserve.   Lidls do some cheap ones if you need to resow a few times.
This year I have sown direct into the ground (late March, then covered with fleece)  They are up now - and have just sown another lot.

I also bought this years seeds from Simply Seeds - thought a proper seedsman might be the answer.
