I spent early evening turning my compost bins over.

One was full of lovely stuff and one was still a bit fresh.

But one was a bit wet , not really soaking but defo on the damp side.

Does it need even more cardboard? or something else do you think?

Was it cold ? If it is working it should be warm. Too wet maybe - does it have a lid?
You can get compost maker additives that can give it a bit of a kickstart.

Too wet does normally suggest you need more brown matter to open it up a bit.  Cardboard, or less sappy plant material should do the trick.  Perhaps shredded paper?

Try turfing it out in a pile, as "fluffy" as possible. (Unless, of course, its raining  )

I'm with tode in turning it out into a pile as fluffy as possible to introduce air - this allows it to dry out a bit. If this still doesn't improve things then add "browns" as Yorkie suggests.

Well that's what I do anyway. It could be lack of drainage of course - the damp has nowhere to do.
