I have ex battery hens and all are doing well however the is one which has feathers missing off her neck and Brest area, is there anything I can put on this to prevent them pecking them or encourage the feathers to grow back.

it sounds like she is going through a moult. Some people find that by increasing the amount of protein helps with new feather growth however I just let them take their time

Theve molted already, Its just not growing back, it's like broken spines and blood,etc, as if she's getting pecked or doing it herself? Is there a purple spray? I've been told about?

yes and it is called purple spray 
You can buy it from equine suppliers.

If there's blood using purple spray should stop the others pecking at it. They are attracted by the colour. The spray should also help with healing.
