I have a beautiful patch of lupins at the end of a raised bed, i want to move them, can i, and when should i do it?

There are about 7 or 8 good strong plants.

completely the wrong time of year to do it, but if you must move them give them a good soak and after a while move them with a good rootball, if you can. Water them in well in their new home, and erect some shade for them if it is sunny.
Then cross all fingers

I wouldn't move them now, i should have a magnificent show for June if the wind stays low.

Last year, for about a week of still sunny weather, i spent hours just looking at them.

So i won't risk that. But when do you think would be the very best time to move them. After flowering or when completly dormant in the winter?

Perennials usually get moved about october time...the soil is still warm enough for them to make new roots before they go dormant for the winter
