You may as well leave them and see what you end up with. Might be usable. Looks like they've been hit hard by rust which has stopped the leaves working effectively to grow the bulbs. I've found spacing them out a bit more to give more air circulation helps combat rust.

Looks as if they've made up you mind for you - looks like a major outbreak of garlic rust has hit most of them which obviously stops further bulb development.

Nothing to lose by giving the less affected ones a bit longer to see if they can do a bit better.
Sow your seeds, plant your plants. What's the difference? A couple of weeks or more when answering possible queries!

Just like mine this year, full of rust.  Dug them up and letting them dry.  I think I'll get a few smallish cloves.

Thanks chaps ... oh well - I must remember to space them out a little more next year. Out of interest I posted a worry about my onions a few weeks ago, they were looking a little sad but they've gone mad and are bulking up very niceley, best year ever I reckon, big onions, tiny garlic, swings and roundabouts.

Thanks for taking the time.

Very interesting answers, my first lot were small planted before a very wet December, the leaves exhibited rust. I have another lot still in planted Feb that may do better as it has been drier since then. Thinking is that wet weather causes the rust.

Rust is a fungal disease, so will always prefer humid / moist conditions.
