Fertility/pH metre -- is this correct?

Hi,

I just bought a soil fertility and pH metre like this one:

Anyway, I tested it on horse manure that was a couple of years old and it said it was too mild. Then I tested it on manure that was only about 8 months old, and it said "too mild".  Sooooo, when (if ever) is horse manure useful as a fertilizer? My horses eat hay and grass. They get vitamins and minerals. They get some coarse mix in winter....I don't understand!

Oh, also, the soil in which my plants are growing is all testing between 7.0 and 7.5 pH. I'm going to test my pasture tomorrow.

Some more manual types, rather than electric are said to be more accurate.
