I'm looking to buy a rotavator and my grandad said I could have his AC 3502 wizard cultivator but it doesn't fire and it could do with a new governor spring and a new air filter, so could someone give me some advice what to check as I've gave the spark plug a clean and after a few pulls on the pull start it fired once then it wouldn't fire again. I forgot to say it has the 3hp briggs & Stratton 80202 engine.

If the governor spring has had it the throttle butterfly won't open.  Get the spring sorted, they are surprisingly difficult to get for a part that was fitted to thousands of engines. Full choke, full throttle and fuel tank brim full, it should start and run OK without the air filter, but don't try to rotivate without it.

if its been sitting a while you will probably need to clean the carburettor, spray cleaner does a good job of blowing any blockages out.
