Improve my boundary fence

Hi

Between my plot and the pigeon men next door I have a low fence.   By low it is made from pallets and is constructed by having a post, two pallets next to each other and another post.  This is repeated along the whole boundary.

Example: |==|==|==|==|==|

Where
| is a  Post
= is a  Pallet

What I want is to plant something against the pallets to cover them.   I've thought hedgerow plants but these appear to need about a metre width strip or rambling roses but I don't know if that would cover the pallets and be pretty low maintenance, and cheap!  Ideally it would help get the wildlife onto the plot.

What planting would you suggest to cover the pallets?

Something like ivy, wisteria or virginia creeper would probably give good cover, but you'd have to be careful to pick something that isn't too vigorous as pallets aren't a huge thing to cover. :)

Climbing hydrangea is another good self-clinger once established it covers a lot of ground so will need keeping at bay.  You can also get a variegated jasmine for something different - both lose their leaves in winter though.

You can always add some trellis panels on top of the pallets if you want to make it higher.

I would suggest something that won't smother the pallets as they aren't long-lasting and will deteriorate if not given a decent airflow. You also need something that you can get behind when you do replace them. How about trying espalier pruning of, say, pyracantha, blackcurrants, gooseberries, or a shrub rose that can also be a climber such as Gertrude Jeykll?
I work very hard so don't expect me to think as well.
