Can I cut off some of the summer growth that is only one year old?
I did not pinch out any growth this year all new canes after pruning last year.
I have had very little fruit this year maybe because I cut all the canes back last year.

I have one problem that in the plot next to mine the owner is going to pull down and rebuild the fence and my rasps are along the fence line so some plants may get disturbed.

First question - are they summer or autumn fruiting?

Only autumn ones should be cut right back. Summer ones need this year's growth left to fruit next year.
Did it really tell you to do THAT on the packet?

Summer fruiting I believe as I only took over the plot last year all but one set of canes fruited in the summer.
