It's too cold overnight, especially at the moment, for good germination, apart from which, they need somewhere warm to go to get established.

Try starting them indoors in a window sill, the seed tray popped into a plastic bag will do, remove them from it as soon as they germinated and put some aluminium foil behind them to reflect light and stop them going leggy.
Did it really tell you to do THAT on the packet?

bring them in and put them on a windowsill, mine where in the qreenhouse for just over a week too (sowed around 60 seeds/ 6 varieties) and i had only 3 seedling through, brought them in the house yesterday (in a heated prop) and now ive got about 10 through.

I grow a 1930 heritage variety called Market King.  Seeds go on germinating (sown in the same pot) anything from 7 days to up to a month from sowing.  I go from a panic that only two or three have come through, to panic that I now have 50+ seedlings. (I hate throwing away perfectly good seedlings - it seems cruel!)
Sometimes my plants grow despite, not because of, what I do to them.
