Any time if the bed is small and you can do it without standing on the soil, otherwise best to wait until the soil is fairly dry to avoid compacting it too much (standing on a scaffold board or similar to spread your weight helps.)

I put it on 2 of my beds in Nov and its is now dug in and ready to go.
