what should i do with onions that i put in late last summer.  I don't think they were winter variety.  they've have not grown well, still have thick nexts with lots of stalk.  Should i leave them in for this year or cut my losses and pull now to sow new sets.

The onions will still grow this year but most likely they'll send out seed heads which makes the root useless to eat. Better to just pull them and start fresh in another spot.

If by 'a lot of stalk' you mean tall, then they are already running to seed as Trill says.
 
In a normal year this doesn't usually happen for a couple of months or so yet. Which is about what you have to use them if you mean a lot of foliage.
