Are these baby tomatoes ready to move to bigger pots?

Id let them grow a little more before potting them on (but I've got fat fingers). Normally I move them on when they have 2 set of true leaves and then bury them up to the cotyledons.

Growing under lights will produce far more compact plants though, its difficult to see if youre already at that stage.

I do the same as Lardman :-)
