I've got 2  well established grape vines&a bay tree thats outgrown its pot(its about 3 ft tall).  When is the best time to replant these  and is there anything i should do beforehand?

Do you mean the grape vines are also in a pot? If so, change them anytime, preferably now. Same with the bay tree.

If the grapes are in the ground, don't. Their tap root is too deep and well established.

Okay, 2 years is not too bad for replanting. You'll need to carefully probe around to try to get most of the root and keep as much soil on the root system as possible so tiny feeder roots aren't damaged.

Water well the day before doing this job, and plant immediately to its new permanent spot. They don't like too rich a soil so don't overdo feeding.

 The actual vines are quite long and spread over about 12 ftx15 ft.should i be trying to retain as much of these as i can or concentrate more on the thicker more robust bits?

When the weather warms up you'll need to prune these but I wouldn't recommend clipping them just yet as they'll 'weep' and lose energy. Wait for warm weather to do this. Check You tube for how-to videos.

As regards the Bay...keep as much of the rootball as you can. Bay are notorious for sulking when moved as they hate root disturbance.

Give it a really good watering before you move, and many good waterings once in the final position.  Expect a loss of leaves now and (hopefully less so) next season
