covered the plot in it two weeks ago  ??? its a well rotted manure safe for garlic ??or wait till the new year

Garlic doesn't like freshly manured ground, so I would wait until the next planting opportunity in the spring.

Last year I planted garlic in November then managed to get some well rotted manure in January and spread on top.  Was worried, like you, and also that it might make it too deep.  Not sure what right answer is but it clearly didnt mind - huuge cloves lifted in the summer.

I always mulch with manure on top over winter, then give a light liquid feed in spring - what's the problem?

If it's well rotted manure, you can mix it in and plant immediately. If it's fresh, you should wait. That said, last fall I forgot where I planted my garlic and spread masses of fresh chicken manure everywhere. Only later did I remember the garlic was buried under a section of it. Too late to move anything as the ground had frozen.  But come spring the bulbs popped through and I got a terrific crop. Go figure.
