Yup that is a tad too small  :!:  Mine are in 15" pots

If they are dying potting them on into something larger can do them no harm.  I'm not sure how well they will grow into the new soil.  Perhaps there's a tomato expert on here somewhere  :roll:

Yes, pot them in something much larger, that's the problem.  Mine are in B&Q buckets now but I always start in tiny pots then medium and finally buckets.  Tease out the roots if potbound and give a thorough watering.  They will be fine with a bit of TLC.
Cheese makes everything better.
