Can I grow garlic from seed collected from this year's plants or from cloves from same crop?

Yes from the cloves - I have never tried from seeds but I think they take a fair bit longer to get to the stage where you get an edible bulb. Others will no doubt let you know.

Hard neck garlic does not actually produce seed, but produces bulbils, which will grow into tiny miniature garlic plants. These will take several years to produce full sized garlic bulbs.

The first year from a bulbil you should get a "round"... it's what the single clove garlic some supermarkets sell is.... I'm going to try growing a poatch of it, if it works you're looking at individual easy to use cloves... if it doesn't, all it's cost you is a couple of square feet for a season.... I've started some off in pots and some of it's up already... Never seen proper seed off garlic (though it must produce some under certain circumstances sometimes) but I live in hope....
