Blackfly on Parsnips?

Hi,

on close inspection of my parnips I noticed on the stems on under the leaves are hundreds of small black flies, which seem to group together in various places. They seem quite sticky if I try to remove them. Is this black fly? If so, are they hamful and how do you get rid of them? I can't see any obvious damage to the parsnip leaves as yet.
