I have one of these. Its very basic, but very reliable too.  There is a thermostat in it, when cold, the bulb comes on, and stays on until it reaches the set temperature, and then it will turn off. It is the heat from the lightbulb that warms it, so when the temp falls again, the bulb will come back on until it reaches temp again. You need to get a reliable thermometer and read the temperature at the point the bulb switches off. It should go off at 37.5, or 101F. Good luck with it. What are you hatching first?

Lisa I have moved this over to the hen house as it is a problem that you need solving so really should be over here and I have also removed the same question that you posted in GSC's post.

Have a look at this site

It seems others have the same problem. There must be a thermostat which has a temperature for switch on and another higher one for switch off. This could be faulty/mal adjusted or, if in a cold place then the heat loss may be so great that the temperature drops almost as soon as the light goes out. You could try putting a fan heater nearby to find out which.
