Want something that will grow to a MAX of 1st floor window height. Tall & bushy at the top. Been thinking of a palm, but not sure which variety that would be? Or any other ideas very appreciated

Trachycarpus fortuneii. Otherwise called the Chusan Palm - hardy in most parts of UK, has trunk covered with a sort of hairy stuff (can't think of the word - the evening rouge is beginning to work!)  Had 6 of them in my last UK garden and they were just the job! My dad even set fire to one accidentally and it survived. Not very quick growing, but then no plams  (plams??) are.

Fibre was the word I was looking for - senior moment or too much rouge ? not sure!
