When would you move them out of the house and into cold frame (fleece frame in my case)?

Quite a while yet, still plenty of ground frost here recently.

A fleece frame wont give as good prtection against a cold wind either.

But if the weather is nice, like it is down here today, you could consider putting them outside during the day as long as they aren't too small. They will appreciate the extra sunlight, just don't forget to bring them back in over night!

Toms need at least 65'f (18.5c) to grow properly so it will be a good while before the temp steadys enough.

My chillis (12 or so) are 3-4" high, but more than happy on the conservatory windowsill - I sowed in Jan!! so growing slowly and strongly, keep 'em turned daily and they are looking good.

My toms are much smaller, maybe 1" high, and are going nowhere yet!!

I reckon another 3 weeks before mine go out into cold, bubble-wrap insulated  greenhouse (though it has hit 35C during the day already this year!!!)
