'Tis an alternative to an infra red lamp for chicks and also ducklings (it seems).
Looks like a rectangular lump of plastic on adjustable legs that you can raise so the chicks can cuddle beneath it, like they would a mother hen. Google it for pictures  
Is cheaper to run than an infra red bulb, too.
