Perfectly normal. Especially with reds. Its the same process that causes shallot bulbs to divide.

You'll even find them pictured in Thompson and Morgans catalogue.

They have a red variety called Garnet which is an "improved Red Baron producing more single centred bulbs".

It's caused by cold weather (or so I've been told)... basically the same thing that causes garlic and shallots to clove rather than bulb..... I've had years(back when I used to grow onions from sets) when a lot of (espciallty overwintering) ones were like this.... Doesn't happen so much with seed-grown ones.
