Given the need for speed of growth and security, I would go for hawthorn/quickthorn or blackthorn or pyracantha.  All grow very quickly, make a dense spiky hedge and are good for the small birds.  Easy to trim too.

I would be surprised if you were allowed to put a hedge around your allotment

Rosa Rugosa. Grows like the clappers, can be cut back fairly hard if needed, pretty flowers and good rose hips which the bird like and make good syrup.  It does spread tho, you would have to keep it outof your beds.

Look in the small ads in the local paper and on the internet- you can get 2 or 3 yr old whips (young bush - basically a rooted stick with side shoots!) very cheaply from local nurseries without the B*Q markup and in better nick.  You shouldn't pay much over 50p for 2ft whip, post packing and VAT included.  You may get them about 30p as we are coming to the end of the planting season ...

Does your allotment have a fence around it. Anti climb paint is quite good (very messy). Ours have a wire fence as well as an assortment of surrounding plants. Blackberry climbers are nice, as well as the nettles which grow.
Are the owners of the land responsible for fencing or the allotmenters. Does your rent cover security issues?

I can recommend

www.hopesgrovenurseries.co.uk

as a reliable supplier of bare root hedging plants in bundles at prices I have found to be good value.

I have bought native hedging mix from them, as well as hawthorn whips, hazel, and rosa rugosa. All been great!

What about a Berberis like Stenophylla, which also has the virtue of being an evergreen.
