Winter Wash

Hi everyone,
I keep seeing this in my various books as a suggestion for some of the fruit trees etc. What exactly is it? I can't seem to find a breakdown of the ingredients or where to buy it. Is it just a soapy water mix or is it something more potent?

Also which trees/bushes do you apply to?
