seed vs time

what is the best way to store seed? would refrigeration be good? And, generally speaking, do seeds lose their ability to germinate significantly, as time goes on? Ie a pack of seed bought this year, would it be better to buy new seed or harvest seed, opposed to using the same seed pack the following year?

Most seed (parsnips are a notable exception) will be good for more than one year

looks to me like it might be a llama peering through its furry cheeks. It looks very happy. I'm guessing it's wearing a top-hat.. in fact I happen to have lost a top-hat just like that very recently..
