September/October for over wintering.
Did it really tell you to do THAT on the packet?

Think I've got white rot on mine  :( hardly any root system and white fluffy rot underneath

Are you intending to leave them be or try to make the best of the crop by lifting and drying? I ask as I've had the same problem for the last two years with autumn planted sets. Elephant garlic came in for a hammering last year too because it was so wet.  :(
