I have had my allotment for just over a year and the top part of it has been covered in black plastic, have just lifted it up and found some rhubarb under it, will this be ok to move or will I be best getting some new rhubarb as I do not know how long it has been there?

The age doesn't matter, but it's the wrong time of year to be moving rhubarb.

Wait until late autumn/winter, when it's died back & move it then, digging in a load of well rotted manure.

It's it's been under black plastic, it's most probably had the equivalent to "forcing". If so, even if you leave it where it is, it's best not to harvest next year.
