Can anyone tell me is dill always floppy when you grwo it.  This is my second attempt as I did some last june for indoors.  Each time it has grown really weak looking.  Even when I put it outside still looks floppy.

Dill is part of the umbelliferae (previous name) family which includes carrots and parsley. None of them like growing in pots of any sort due to their very long tap roots which cannot tolerate any sort of stunting or disturbance. And they cannot be pinched back. So if you're starting them indoors to either pot up inside or transplant outside, they won't do well unless it's in 3 ft tall pots  ;) They're all easy to grow from direct seed so wait and do them that way.
As for flopping outside, I sometimes find that direct seeded ones tend to flop a bit if they're in rich soil so I just lean them against another plant if possible and try to seed them next year in poorer soil.
