I got some Charlotte seed potatoes which are about 3" long, are they too big can I cut them if half?

As long as there are still some eyes from which the shoots can sprout, yes you can cut in half - though you may well get reduced yield.

I would plant them as they are. Bigger seed will usually give more but smaller potatoes which is what you want with Charlotte, which is a salad potato.

As been said you can cut them in half as long as there are eyes on both halves, just think potatoes seem always re-sprout if you miss one from last years crop even after rotavating the area and chopping them to bits.
