You may be thinking of chives, they keep on growing and you just trim off green bits to put in your spuds for champ.
Self-sufficient in rasberries and bindweed. Slug pellets can be handy.

according to Wikipedia

"Welsh onion, Allium fistulosum is known as 'scallion', 'green onion', 'spring onion' and 'Japanese bunching onion'."

so I think that is definatly what you are after

I was reading my food from your garden allotment book and came across the onion page and welsh onions.  I remembered your post chooknewbie and saw this: they are hardy non bulbous perennials also known as ciboules or green onions.  They grow 12" high and resemble multistemmed salad onions.  The shoots are pencil thick and grow in close tufts, the shoots are used as salad onions and the leaves in the same way as chives.  Lift and divide the clumps every three years.  I have seen them called everlasting onions as well.

If this is of any use to you.
