This may be a silly question but

Are new potatoes the same as normal potatoes but picked earlyer?

They are just a quicker developing spud thats all, if you leave them for longer than your supposed to, you'll get bigger spuds but whether their skins will be hard enough to store is possibly another matter.

There is a really good potato site called the tatabase that will give you all the qualaties of each potato

First earlies are dug when young too but if left to mature they become less waxy and more floury.

I would say new potatoes are ones that are harvested and delivered to shops straight away without having to store them to give you that new potato taste compared to seed that was harvested last year and stored over winter then packed.
