White fly aaaargh!

I've got white fly on my indoor chillies. I've tried spraying with soapy water to no avail.............any ideas how to get rid without resorting to chemicals and if chemicals are the answer which ones are ok for indoors?

I use Bug Clear. Difficult to get rid of without spraying.
