Japanese knotweed

Some idiot has dumped a load of soil at our allotments which now has Japanese knotweed growing from it. Does anyone know a way to get rid of the stuff or which course of action I should take i.e Inform the council???
Any information would be gratefully received, thankyou.

I don't think it's a notifiable plant but it is illegal to introduce it into the wild and it is also classified as controlled waste.

Hence dumping it presumably. A firm would need a licence and have to pay to dispose of it perhaps ?

Very irresponsible thing to do either way.
