I've always planted early on in the year, and they've been good, but that's only I thought that winter comes late here only get some frosts usually in Feb March time, but then last year they were rubbish, no bulblets on half of them.

just a quick hijack question, how deep do the cloves grow and when are they ready ?
Mine are over a foot high and a good 1.5 cm thick slalks but no sign of bulbs as yet

They grow only as deep as you've planted them, and around July tends to be the maturing time. You'll know that by the drying stalks. No need to wait until they're totally dry before pulling.
You'll have to be patient for the bulb formation.
