What should my o/wintered garlic and onions look like now?

I tried to overwinter onions and garlic for the first time this year. We have raised beds but the ground is pretty wet and cold.

I will need the bed for my peas and beans, and i wonder should i give up on them as there is no real bulb on either onions or garlic. 3- 4 leaves and they look a bit sad.

Should there be a bulb now? or will it all happen with a bit of warmer weather?

No, there should not be a bulb yet, they just over-winter, they start bulking up and bulbing up in the spring, don't worry, they are fine, should be ready to harvest near around June, so you can put your tender summer things in place.

this may sound a daft question but here goes: does the garlic bulb that you harvest form above or below ground?
first time growing it....
