Vege Bed Update

New to vege gardening; built a raised bed from sleepers, filled with compo top soil, manure and planted some stuff about 4 weeks ago.  So far the seeds have failed to germinate (planted to early) BUT Im chuffed that my onions and challotes are starting to rise!  It gets better- the garlic shoots are about 4 inches out the ground-seem to be different every day.

Do I soil up to keep the shoots about an inch out or let them groe as they are
