Dodgy pear tree

Hi All,

I have a pear tree which has started throwing out its leaves and blossom. I pruned it back hard last year as it was rather unwieldy and had a lot of disease on the leaves. I’m no gardener and I just did what I thought was best based on a few YouTube hints. Possibly not my finest hour!

Anyway, the blemishes and blisters are back on the brand new growth this year.

Would anybody be able to help with explaining what this is and what I should do about it?

I think these can in some cases be caused by a microscopic insect that feeds on the leaves. I had it on my
 doyenne du comice and it cleared up after a while. If it is this problem then it is said to be relatively harmless and as far as I am aware there is no chemical remedy. The other thing I have seen on my pear trees when the leaf buds break is reddish blotches which quickly disappear, I think this is cause by cold spells just prior to be buds breaking ... could be wrong though.
