I planted lavender plants last year if they  in full bloom this year as they are planted in a Clay soil does that mean they will survive next year

Can't see why your lavender shouldn't be ok. The variety might make a difference. Munsted is a reliable one but there are others. The fancy "French" lavender with great purple flowers is not a strong over-wintering variety even down here in the south (flower-bed variety as it's pretty).... but there are more common hardy varieties that do well...

We cut the flowers off towards the end of summer / early autumn to tidy them up and for the pong.... nice indoors ;)

Providing your plants do not get water-logged over winter I can't see why they shouldn't be fine.

Have you tried taking a few cuttings? I think there's still time if your new plants are large enough to stand a little trim here and there. That way you will have replacement plants in a year or two if your others fail.  (small clay pot, gritty compost, cuttings around the edge - place out of the sun so they don't dry out too quickly... patience and a spot of water - Good luck)
