I have had to pull up about 20 garlic bulbs..... pics attached.... who or what is the culprit?

Not very clear, could be Allium leaf miner

within the rhs page is a link to leek moth unless you find the maggots/caterpillars it is hard to know the difference.

Could also be slugs after downy mildew
