Those sprouts are stems and leaves so preferably they should be at the top. Does not really matter as the shoots will grow towards the sky whichever way they are planted.

The roots grow from the bottom of the shoots as they grow upwards

That's why they are planted with shoots pointing upwards if possible, but as Salmo says even if planted the wrong way up, they will find their way to the surface, they just take longer to get there ;)

Farmers dont seem to worry about how they land after being dropped out of a machine on the back of the tractor. I just chuck 'em in.

I guess if we did it as nature intended we would find the 'belly button' where it was connected to the mother plant and plant it with that pointing up at about a 45 degree angle.  ;)

You have got plenty of time to plant main crop potatoes, so don't think you have to rush.

Potatoes don't mind moist soil.  Soaking wet isn't ideal, but they usually cope.  Once it gets to the stage you can dig it without it being a mud bath, plant them then  :)

Not really anything because you will need to earth them up as the shoots appear. Then when you can earth them no more the foliage will stop the light to anything that you sow near to them. You might manage a quick sowing of radish or lettuce plants.
