Is it just the outer leaves or are they like that all the way through?

That could well be a sooty mold that grows on "honeydew" - which is the sticky secretion from whitefly. Just peel the outer leaves off, the rest will be fine.

DD, is this the same thing that effects the stalks as well?

As an aside to this, we've just taken off all our sprouts, de-leafed them and put them in the freezer because the lack of cold weather has made them start to deteriorate and they are getting eaten by slugs and other nasties.
