Why is my miscanthes not growing I have had it 2yrs it as a few green shoots but not growing tall help

How tall is it?

Bear in mind it's spring so it may have not finished growing for the year.

Thanks for replying it is about 8ins but it was that last year and it did not produce any flowers I know they are not flowers but you know what I mean x
