spindly seedlings

Fellow Gardeners,

I am using paper pots (made from newspapers) to start off some seedlings.

I generally plant them out when they have a couple of leaves. My leafbeet seedlings now have two leaves but the seedlings are very spindly. Should I plant them out now or wait? I usually do plant them out at this stage and they do manage to grow but I have just read that the first two leaves are not the true leaves and you should wait for other ones to appear. I look forward to hearing your thoughts on this.

Are they getting enough light at the moment? If there's a risk that they aren't getting enough light, perhaps put them somewhere much lighter before planting out?

However, if you've had success with them being planted out like this in the past, you could always do the same this year and also re-sow indoors in a better position?
