A soil temperature of less than 10C for at least a month is the rule of thumb I most commonly see recommended - mid to late Feb planting has worked for me for the last 5 years with what was originally supermarket garlic (not recommended practice both from the 'unknown variety' and 'possible disease' points of view!)  :blush:
Sow your seeds, plant your plants. What's the difference? A couple of weeks or more when answering possible queries!
