The branch there is bending over can Prune it or is it supposed to be like this thanks

Pruning now will make it grow stronger, it's best to wait til summer to prune for shape.

Are you still planning on doing more formative pruning or are you planning on maintaining the current shape? If you've got more formative work to do, follow the usual winter pruning guidelines, but for this branch I'd cut it back further than normal, to the point where it's at a more normal angle, but still to an outward facing bud. I'd also remove completely the near vertical branch that's growing lower down.
