Planting small garlic cloves?

(I get whiterot in some areas of my allotment so make sure that I don't replant onions and garlic because I thought I would spread it around).

If you've got it in one part of the plot, then chances are it will spread anyway a) in the water table, b) on your boots, and c) on implements.
