If they are alive they will come up. How old are they?

I get canes coming up on my plot which come from next doors under a concrete path. I pull them up, roots and all, and they still come again.

This year there was no new cane coming up thay seem veery slow just just new leaf coming out old canes

Do they normally fruit in the Summer?

If they do, then you have cut off the canes that would flower. They should start to grow new canes later this year to flower next year.

If they are Autumn fruiting, then I would have thought they would be growing new canes by now --- mine are about 18ins tall already

They are summer canes my autumn Rasbury's are doing well shoots coming out of all of them

They are summer canes my autumn Rasbury's are doing well shoots coming out of all of them

The they will grow next summer's fruiting canes this year, so you need to leave these to get to full height. This time next year they will be getting flower buds.

October 2015 is the time to cut these old ones out and leave in the ones that are growing fresh.

That should do the trick!
