Absolutely agree, joists are fine! and the last thing I would do with a rotten damp flat roof is add weight to it and trap both  it and the damp inside the shed. Get rid and fix new to joists....
Glad the diagram might be useful, thats how I would do it.

Haha you have not got my old allotment have you??? Well done you, somebody said to me having an allotment is more rewarding when you beg and borrow as growing your own should be economical or its pointlesss so well done you for having a go yourself  :)
